Speeches and media about “downsizing” The Howard Terminal Ballpark Project is the most ridiculous, stupid and simply mindless view of the whole development – not to mention everything that I have learned in my 33 years of experience in the economic development of a government, a policy, have seen and media perspective.
First, the Oakland Howard Terminal Ballpark Project can’t really be scaled down? Why? Since the reported $ 12 billion project cost is really not, this is a wish list of buildings the A’s would like to see to fill the zoning limit. That’s it.
Second, as I have told Oakland A President Dave Kaval, both privately and publicly, it was a huge mistake to mention the final $ 12 billion expansion to a media and public completely inexperienced in it to understand what that really means.
What it means is that the only building the A’s, the City of Oakland, and The Public can count on is the AKA baseball stadium itself. This gigantic combination of futuristic structures in artist rendering exists as a kind of IQ test for economic development – and the local media that claim to be informing the public have counted in the single digits.
Let me help increase that terribly poor Media IQ. The Oakland A’s do not have and will not be securing funding to build these structures in the near future, and say they have no clear idea of what type of specific purpose each will serve. But the media never bothered to ask Dave Kaval about the plans for these buildings – just left the matter alone. Not me.
There are no concrete plans or financing for these buildings. Not now. So to speak of “downsizing” the project when there really is nothing to reduce is just plain stupid. Additionally, the comparison with the African American Sports and Entertainment Group (AASEG) proposal is even more mindless, showing that the people making such comparisons, SB 293 Skinner, do not understand or read the financial legislation that governs the use of taxes have increased funding at the Howard Terminal.
The SB 293 Skinner Bill, signed by California Governor Gavin Newsom on October 11, 2019, calls for the new Oakland Development Agency, for which the city has not lifted a finger, to identify other TIF satellite counties in the Oakland area that are at the center of development projects can stand. Guess what? This can also include the Colosseum property that AASEG would like to acquire.
That’s true. The Howard Terminal Ballpark District legislation is designed to allow funding for the AASEG Coliseum City Development – the excess TIF proceeds from the Howard Terminal could be used in the Coliseum and for East Oakland. Additionally, it may help adequately mitigate the much-needed sea level rise problem in East Oakland.
So do the world a favor folks: know the Howard Terminal Ballpark Project before you criticize it. Many Thanks.
