Michelle Phillips is Oakland’s first Independent Inspector General for the Oakland Police Commission

Oakland, CA – The Oakland Police Commission is proud to announce that Michelle N. Phillips will be the City of Oakland’s first Independent Inspector General, starting early January.

This is a turning point for Oakland and shows the community’s call for greater police accountability as the Inspector General’s position was the result of a vote to expand Measure S1 and was passed by an overwhelming majority (81% of the vote), according to news reports).

“Michelle Phillips is a maker who is going to thrive here in Oakland. Her dynamic leadership in Baltimore has shown she can deliver the transformative reform strategies that the Oakland Police Commission expects from its first Inspector General, ”said Jackson, chairman of the Police Commission.

Ms. Phillips brings extensive experience as a criminal law expert in the fields of community policing and police science research in Oakland. She previously served as Assistant Inspector General for Investigations for the City of Baltimore, where she was responsible for streamlining and improving all aspects of the Investigation Department to meet and exceed national best practices.

Prior to joining the City of Baltimore, Ms. Phillips was responsible for leading large research projects at the National Police Foundation aimed at understanding and improving community policing. She was also instrumental in creating and integrating a national open source database for officer shootings.

Ms. Phillips earned her BS in Criminal Justice from Coppin State University and her MS in Criminal Justice with a specialization in Law and Courts from the University of Baltimore. Ms. Phillips is a certified fraud investigator and certified inspector general.

“MS. Phillips speaks with thoughtfulness and genuine humility and shows an underlying commitment to a fair and just system. Because of this, and the agencies that the community has voted to establish, I believe Oakland is ready for its next chapter,” said Milele, vice chairman of the police commission.

The IG reports to the Oakland Police Commission and is responsible for ensuring that the Oakland Police Department (OPD) meets the highest standards and adheres to its guidelines

constitutional police practice. The IG will also be responsible for reviewing and investigating how the City of Oakland is dealing with police misconduct by reviewing the work and efforts of the Community Police Review Agency (CPRA) and how OPD is addressing and complying with federal reforms.

Upon her appointment as Inspector General, Ms. Phillips said, “The adoption of Measures LL and S1 by the City of Oakland demonstrates the city’s undeniable commitment to positive, progressive and transparent police reform and accountability. I am excited to be part of such a monumental time for the City of Oakland, and I am honored and committed to serving the people of Oakland. “
