Rebecca Kaplan says Oakland Mayor Schaaf didn’t use Fed cash on the homeless

Oakland Vice Mayor Kaplan’s motion for city inspector’s report sheds light on the city government’s failure to use $ 2 million in federal funds to shelter vulnerable people

Oakland – Vice Mayor Rebecca Kaplan urges the Oakland administration to implement the budget change approved by the city council and immediately release funds to the homeless manager to provide immediate protection to the unhodged. Vice Mayor Kaplan has continuously, with the support of her colleagues on the city council, passed laws and budgetary measures to provide funds to meet the growing population without protection. In the summer of 2020, the city council unanimously passed Kaplan’s budget changes that include $ 2 million under the homeless administrator for housing people in available hotel rooms and other strategies to help people help off the streets. Many months later, these funds have not been allocated for this use as the unprotected population continues to grow.

At the request of the Vice Mayor, the Life Enrichment Committee asked City Auditor Courtney Ruby to report on the status of the $ 2 million CARES Act funding that Oakland City Council is allocating for immediate hotel availability to the unprotected in FY2020-21 Has. Yesterday, the Oakland City auditor released his findings, the auditor’s memo states:

After reviewing videotapes of city council meetings and related recordings, interviews with HCD officials, and consulting with prosecutors, we confirmed the additional $ 2 million funding that the city council requested “in order to be able to be”. To accommodate people in hotel rooms and related tasks ”was awarded from the CDBG-COVID funding. Specifically, the funds came from $ 4,532,841 in CDBG-COVID funding that the city council accepted and used to prevent, prepare for and respond to the coronavirus pandemic (resolution 88135 of May 2020). This money is available for urgent assistance for people who are affected by homelessness or are in immediate danger.

HCD reported that in July 2020 the $ 2 million for instant housing solutions for the homeless was identified. However, my office has determined that these funds have not been used as of June 16, 2021.

In response to this audit report, Oakland Vice Mayor Rebecca Kaplan stated:

“I urge the administration to immediately release the previously approved $ 2 million to the homeless administrator to help unsecured people use available hotel rooms and more. As the city’s auditor confirmed yesterday, these are funds that I proposed and that the Council approved over a year ago to help resolve the growing homelessness crisis. We and the public recognize that resolving this crisis must be a top priority and that failure to use the resources approved by the Council for these purposes will exacerbate human suffering and undermine solutions. “
