The Oakland Police Department’s budget was increased by 6%, $ 38.5 million in Council President Nikki Fortunato Bas’s budget

OAKLAND, CA – Yesterday, July 1, 2021, Oakland Council President Nikki Fortunato Bas and her budget team comprised of Council members Fife, Kalb and Gallo sent a joint letter to Mayor Schaaf, Administrator Reiskin and Police Chief Armstrong expressing serious concern the Administration and Police Dissemination of inaccurate and misleading information on police funding in the 2021-23 budget year, which was passed on Thursday June 24th.

No Police Cuts Made: Oakland Police Department Budget Actually Increases 6%

The city’s 2019-21 budget provided $ 635,278,301 million for police spending; this total takes into account mid-cycle budget changes made in 2020-21, while earlier published figures did not reflect these changes. Oakland’s new 2021-23 budget includes $ 673,819,639 million for police spending, an increase of $ 38,541,338 million (+ 6%) over the last fiscal cycle of the city’s General Purpose Fund.

Mayor Schaaf’s proposed 2021-23 budget would have increased police spending to $ 692,584,997 million. Council President Bas’s budget increased police spending, but redirected $ 18,765,358 million of Schaaf’s proposed increase into tripling the Department of Violence Prevention’s budget and expanding MACRO, Oakland’s civilian emergency response program in the fire department. The forecast staffing levels of the police headquarters in the first year are identical both in the proposal by Mayor Schaaf and in the budget approved by the council, which will serve as a transition year in order to redirect non-criminal, non-violent emergency calls to alternative reactions in the fire and traffic departments.

Definition of interruption of violence and plans to expand violence prevention in the years 2021-23

On Tuesday June 29, Bas convened a public panel on the Department of Violence Prevention’s plans to expand violence prevention efforts in Oakland with its significantly increased budget, with Guillermo Cespedes, Oakland’s Chief of Violence Prevention, as well as life coaches and Frontline Violence Disruptors Organizations dealing with gun / gang / group violence, gender-based violence, human trafficking and trauma in Oakland.

During the panel, Chief Cespedes shared that the 2020 murder rate in San Francisco was 5 homicides per 100,000 population, with 32 violence interrupters; Los Angeles’ rate is about 10 homicides per 100,000 population, with 132 violent interrupters. In contrast, Oakland is severely understaffed: our homicide rate was 24 homicides per 100,000 population, with only 10 violence interrupters.

“I am disappointed that our Mayor and Police Chief describes Oakland’s new budget as ‘defused’ or ‘decimated’ to the media and the public, when the total budget for policing has actually increased by 6%, or $ 38.5 million this budget compared to our last two-year budget. Since 2012, OPD’s budget has increased by more than 100 million US dollars, ”said Council President Nikki Fortunato Bas. “As leaders of our city, we must not use exaggerated, inaccurate information. It prevents us from joining together to focus on strengthening the ability of our public safety system to combat violent and serious crime while creating effective low-level alternatives to nonviolent emergency calls. “

Note from Zennie62Media and This video blog post demonstrates the full and live operation of the latest updated version of an experimental Zennie62Media, Inc. network for video blogging systems for mobile media launched in June 2018 by Zennie62Media, Inc .s new and innovative approach to news media production. What we call “The Third Wave of Media”. The uploaded video is from a YouTube channel. When the video is “liked” by Zennie62 YouTube, it is automatically uploaded to the Oakland News Now site and Zennie62-created and custom social media pages and automatically formatted there. The overall goal here is, in addition to our smartphone-enabled real-time reporting of news, interviews, observations and events anywhere in the world and within seconds, not hours – the use of the existing YouTube social graphic on any topic in the world. Now messages are reported with the smartphone and also by advertising current content on YouTube: There is no need for heavy and expensive cameras or even a laptop or a camera team to film what is already on YouTube. The secondary goal is faster and very inexpensive production and distribution of media content. We found that there is a discrepancy between post length and time to product and revenue generated. This means that the problem is much smaller, but by no means solved. Zennie62Media is constantly working to improve the system’s network encoding and is looking for interested content and media technology partners.
